It was not my first choice for elk. I would choose more power for moose and brown bear also. I may hunt moose, but have no desire to kill a brown bear.
Black bears are a bit of an enigma. Most taken are probably under 150 pounds. Garden variety 30-30s are adequate. Get up close to a big bear, like 400 pounds plus and suddenly that 140 gr Barnes at 2700 fps from your 7-08 is not quite as reassuring as a more powerful cartridge is.

Keep in mind that the 7mm-08 was born out of the metallic silhouette game. It was more accurate, less recoil, flatter shooting and hit with more srtiking force on the 600 meter ram targets than the vaunted .308Win. I'd say it could be handloaded to efficiently handle all but the most dangerous game. The smoother a rifle or caliber shoots for you the more you'll want to shoot it and be more proficient with it.

all but big bears if used with reason,,, that being said on a elk or moose hunt I would take a 300wm justttt in case the only shot I got was at 300 yards

30-06 is great, or I love the "vaunted" .308!

My wife and the wife of our local game warden both shoot 7mm-08's. The wardens wife shot her moose with hers this year at 280 yards and no problems. He handloads barnes triple shocks and the shot placement was good (double lung). Some would think it to small but the moose is a believer =)

Oh I have no dought the 7mm-08 will kill a moose or elk well and were that what I was carrying elk or moose hunting I'd prpbably be fine with most shots,,, But I tend to errr on the bigger is better side,,, especially at longer ranges ,,,, say the last day of the hunt,,, with a wind,,,,,,

I would say that a 160gr Sierra BTHP 7mm bullet should do the trick on everything but Griz. You would need to keep you shots closer with the bigger animals like Elk and Moose (200 yards) just in case you hit the shoulder and not behind the shoulder but it would probably still kill a Elk just fine with a shoulder shot at distance, you'll just have a longer pack out experience. If your good at spot and stalk it should do the job.

I would assume you could cleanly kill anything as long as (like others have already pointed out) it was shot at a reasonable range and you were using something of the triple shock or partition variety, 140 or 160gr. By the way thanks pposey for the insight on my 7-08.
