I bought a leupold and I am having a hard time turning the power ring on the scope. from 3X to 4X is like trying to pry open a can with no can opener. Does anyone know how to adjust the ring so its easier to turn? Thanks

Every leupold scope I've ever laid hands on has a very tight adjustment ring.

Probably needs returned to facory. I have seen scopes (not Leupold) that has a proturding piece to provide more leverage. I would first wrap the ring with a cloth to prevent damage and use channel lock pliers to work it back and forth. That could wear it in enough to make it easier to adjust. Care should be taken to avoid going beyond the designed limits. It that doesn't free it up send it back for correction or replacement.
