I have used 3031 in reloading but not in the sml. I think it maybe on the slow side. Maybe something like H4198 or RL7 would be fast enough to work. I don't shoot bullets that heavy in my Break action

My personal bullet weight limit is 275gr, and have used 3031 in duplex loads which are very accurate. However, those loads won't help here.
The only one I know who has used 3031 with good success with heavier bullets is hillbill who does little posting here anymore but posts a lot over on Hank's message boards.
Update: Hillbill became disappointed in 3031 because of temp sensibility issues and quit using it, although he said it was very accurate. Personally, I have two temp sensible loads (including the 3031 load) and do my load workup at temps close to those during season.
TGinPA worked up a load for 300gr bullets which is load 21g) in his pressure traces, using 90gr IMR3031 with a 300gr Remington bullet. FPS 2845, PSI 41,134. He would have been using a 209M primer, I believe.
