I'm new to the forum and looking to do my first smokeless build. I've looked at previous posts the last few days trying to learn as much has possible. I guess my questions are...
Do I want to build off a 700ml or 700cf action?
Is there a benefit over rifle primer vs 209?
Is the case ignition better than the hunter bolt mod?
What is optimum barrel length, twist, contour?
From what I have read, I'm interested in shooting the parker 275 mh. I am also looking for the gun to be accurate dans in that 2800-3000 fps range, is this achievable with that bullet? I'm also taking build price out of he equation, I want this to be a one time build so I don't mind spending extra money on it. Any advice would be greatly appreciated.

If money is not a question then I'd talk to Jeff Hankins. He probably already has a gun built to sell and you'd be hunting this season with it.
The other question you need to ask our answer is how far are you planning on walking or are you blind/box hunting. From what I've seen/heard is his guns are heavier built but are very accurate and can handle heavy loads. The 700ml will do everything you're looking for but if your looking for a one time build and $ is not a question then have Jeff build you your rifle.

If I had money to burn, Swinglock would be in my cabinet or a centerfire build.

A .45 cal built on a 700ml action will do a great job and cost much less. You can even do it yourself for more self satisfaction.

I will be walking quite a bit, but I'm not too much worried about weight, used to humping a 16lb rifle already. I want to use a hs stock, jewell trigger and most likely a pac nor barrel. Which action is where I'm really torn at.

Wanting to get around the 3000 fps threshold, money no consideration, weight not a big deal then my advice would be to get ahold of Hankins Custom Rifles. They flat out shoot and you will be dealing with a great guy. Jeff primarily builds SML's with kreiger or brux barrels not pac-nor. If you really want a pac-nor barrel I would contact Luke at arrowhead sports found at the top of the home page. Jeff builds from a centerfire platform, whereas Luke uses Muzzleloader platforms, all are great guns.

Can I achieve the same accuracy building one off of the 700ml action as opposed to a cf action? Do you sacrifice any reliability using 209 vs rp or using a case for ignition?

I had (don't ask) a Brux barrel on a 700ml action that was a 1/2moa build using 209. You CAN get better than that, but not much.

Then there are things like this to consider:
I have decided to sell my Savage and its pretty much one of a kind
SS MLII action SSS trigger SSS machined lug SSS tactical bolt handle jeweled bolt Brux 20 twist barrel @ 25 1/2" interrupted flute ken farrell base black ice teflon coated savage bushing plug with new super bushing Richards Tac Driver thumbhole finger groove stock three aluminum pillars with SS thumbscrew bedded with floated tang and ramrod tube bedded into the stock with a ss detent plunger that holds the rod in solid rod with a match hunter spinjag
this is a super nice gun and I will have the new barrel on it in a day or two and Im sure it will be a shooter.
you will not find a nicer Savage ML anywhere. I just need the funds for other projects.. contact hillbill on the board orbillsheliatravis@yahoo.com will have pics up soon
price: 1900.00 would cost well in excess of that to build a similar gun

Accuracy is obtainable from either build and ignition has been debated at great length but both are very reliable.

Which action is where I'm really torn at. 16 lb rifle, and walking with it! Youth is really nice. I hunt quite a bit with my #10 autoloader and it only weighs just under 10 lb loaded. I don't carry it but to the blind and back, my walking rifle is an Encore conversion at just over 6 lb. and my walking shotgun is a new to me Franchi 48 in 20 ga. As for action and pieces parts for your build which action and style do you like best? That is the one to use. I have 2 converted 700ML and 2 Savage MLII but I hunt with the Encore conversion the most. Oh yeah, I'm 64, retired and hunt almost every day of ML and firearms deer season and plenty besides deer, and that is a lot of walking and a lot of time with a gun so I better like it. JMHO, 10 ga
