My Savages are pre-accutrigger flat top rear recever type MLs. My first would shoot low with the Warne detachables and less so with the Leupold one piece base, I went to the Burris Signature system with the plastic inserts to "correct" the problem. My Talley equipped gun that I bought used did not exhibit this problem. Perhaps now I know why. I pulled off the rings and bases and under the rear flat base were two pieces of a copper shim stock type material, .016. It would appear the prior owner may have had the same needs to increase elevation on the scope. Anyone else noticing this and is it OK to use the shim stock or should I get another set of Signature rings if I cannot get my Warne or Leupold bases/rings to work.

My flat rear has weaver style Leupold bases and I have had no problems with elevation adjustments. I think they are no longer available.

Jims, I think the short answer is it is okay to shim that back mount. I'm thinking that, since you don't know if the receiver is absolutely flat, anyway, shimming will not necessarily introduce torque to your scope tube. It might even reduce a present torque created by a less than flat receiver.
Leupold offers (for free) shims to increase or decrease elevation potential, and they make the same point I just wrote.
