This one is tried and true with a Tikka and a barnes. I pulled it up before I opened the thread, but reduce by abiout 5 grains and work up.
LoadID 9455 Bullet Barnes TSX BulletWeight 130 grs Powder Alliant Reloader 22 PowderWeight 70 grs Primer Federal 215 Brass Make Norma Barrel Length 24 (inches) C.O.L (inches) Velocity 3427 fps Group 0.3 (inches by 3 shot at 100 yds) Submitted Date 10/12/2004 12:12:00 AM Submitted By Jrex Gun Info Tikka T3 Stainless Comment
Otherwise with a 130 Nosler max will be around 66 grains of RL22. I know that Barnes load to be safe in the gun mentioned, Tikka TS Stainless. I didn't come up with it but I have seen it work in oneof them just as it is advertised. yours will likely vary.

Here's a load I developed for a Tikka; my best 100 yard 3-shot group has been .181" :
Nosler Ballistic Tip 130 gn (#27130) CCI 250 IMR 4350 (61.0 gns) R-P brass
MV = 3100 fps Zero = 255 yds + 2.46" @ 100 yds MPBR = 300 yds ( maximum + or - = 3 ") Maximum finished cartridge run-out = .003"
As always, proper brass preparation is the key.
