I'm looking to use spent 223 and 30-06 cartridges to store duplex loads. Where do you guys find the rubber caps to seal the powder in? Is it something I can find at Lowe's or Home Depot?

You will be looking for the misc hardware section and screw/nut caps. You should be able to find them at lowes, menards, Home Depot, tsc, ace, or rural king depending on your area.

I think so. Caps for metal shelving or something.
My brother uses ear plugs.

The white caps for rubber maid shelving work with .223 and 7mm mag cases. These work great for .45 cal. For my .416's I use 30/378 cases with foam ear plugs. With brass cases you have a built in powder funnel.

I use 7 Mag brass, tire valve caps work great on them.

White caps for the wire shelving work great for me. They usually have packs with 2 sizes in them.

just get some disposable ear plugs. make sure you don't set them too far into the casing.
