I found an older Savage model 10 in 30-06 that someone has painted for $300.00. Would this be a good action to re-barrel and re-stock? I have a couple of Savage ML's that I have re-barreled with good success. Want a good all around centerfire even though we can't use rifles for deer hunting where I live. Thanks.

I don't think the Savage is a bad platform but I feel like $300 dollar Savages and Remingtons are fairly common in the used market so pick what you want.

This is a good question to ask over at Savage Shooters. There are guys there who can answer every question you could ask about anything "Savage" (except ML conversions).
If it were me, for a good all round CF cartridge in a long action, I would choose .25-06 (especially if you reload). In your state, it would make for a very good whistle-pig rifle as well as coyotes. It's also a very good deer cartridge, where I'm out of luck in Iowa, just as you are.
I would also replace any Savage Tupperware stock with a Boyd's, if that is what is on it now.
This can be a DIY project, if you choose.
