My vote would have to go with the 6.5 Swedish mauser. This rounds is powerful enough in a 96 action but put it in a 98 action and you can make it scream. Add in the BC of the 6.5 bullets and you have a rifle/bullet combination that will never let you down.
I very much like the 25-06 and reload for my Dad's rifle with 120gr Sierra HPBT pushing it right at 3000fps. It is a great rifle and cartridge being capable of busting ground hogs or deer but I think it lacks some in punch threw power at range. I like at least a 140gr bullet for those shoulder blade shots at 300 plus yards. The 25-06 will do the job just fine at 300 yards if you hit your mark but it might not give you a exit hole if you hit bone going in, especially if you use light weight bullets. Now I am not bad mouthing the 25-06, it is a great cartridge that is only limited IMO by it's bullet weight. A 6.5-06 would be my best all around rifle choice. Load it with 120gr bullets for busting varmits, 130-140gr bullets for busting whitetails/antelop/mule deer and 160gr bullets for taking Elk or Bear. I'm not sure you can ask much more from a single caliber rifle.
As far as throat errossion goes, as long as you keep it slower then 3200 fps I think your barrel will out last you unless your busting a buch of varmits and not letting your barrel cool down.
