I've been hit and seen guys hit from ricochets off steel. Once I saw a single bullet hit a steel and hit two guys working next to one another: cut one guy's arm and split the other guy's forehead open just above his glasses. I had a round spall a year or so back and a sliver of lead hit me just below my armor and was sticking out of my abdominal wall like a little spear; nothing threatening, just required removal and clean up. Those are enough to get your attention. I can't imagine getting hit with the bullet in the video (I had a pistol round hit my glasses the other day when it came back off a plate rack and it was fast enough that although I dodged it clipped my glasses on the edge). There is a reason some ranges don't allow steel targets: some bullets disintegrate when they hit and some just change course.
The only times I've been hit were at the same indoor range and I don't visit that place anymore. I don't know if their trap is damaged or they just don't clean it enough but both were bleeders and it never feels good to get shot at the range the first time was when I did the concealed carry course 6 years ago and I was already nervous of the 22 other nut jobs running around the range with guns. Hit me right below the glasses and cut like a knife.
