Is Natchez about the best place to get a ML10-II still? Seems that cheapest price anywhere for a new black/blue base model (good baseline) is right at $500...am I missing anywhere else, or is that pretty much the going "deal" these days?

i just looked at r&r arms they sell the syn stock blue for 585 but has a 3x 9 scope on it ..might give them a call as to what the scope is and mounts ..never seen them sold as this before

The Savage package guns I have seen come with a Simmons scope and aluminum rings and mounts. I do not know of anybody using the scope on their 10ML.
Basically you have to shop around, specially if there is a price increase. Some dealers may lag on bumping up the price. Few mom&pop dealers are direct with Savage and go thru a distributor like Davidson's or Acusports.

Natchez has the best every day price. You might be able to find a better sale price but it is rare
