Kind of a trivial question, maybe, but I have catch panfish through the ice, and do not like scaling fish very much. Is the old hand held scaler still the best device available?

I used to fish in the Green Bay of Lake Michigan. There were sport shops that offered fish scaling as a service. They had a drum scaler that bounced the fish around in a drum half submerged in water. I was just at a Bass Pros and saw a scaler like that, sorry I didn't pay attention to the price.
I fillet and skin my panfish.

if and when i do scale fish i find that a tablespoon works very well

Fillet knife and just fillet those scales right off is my favorite. I've seen electric scalers and various devices but a plain old hand scalers stamped out of sheet metal with the teeth on them do a good job.
