I`ve had kind of an odd idea for a revolver, but i`m not a gunsmith. I`ve got no experience and no equipment intended for gun making. So i wanted to ask, how specialized do your tools need to be? Can you be precise enough with a drill press? if so, do i need special bits? Anyone know how i can do this at home?

my father-in-law did this for an old webly. you do have to be PERCISE, especially with the timing and alignment of chambers. he had a good drill press and a small laith. he is not a gun smth but has tinkerd for years to get some of the skill down and he had the old cylender for referance.

Clymer used to sell reamers just for changing calibers on revolvers.
Much like a rifle chamber you would drill and then use a reamer to get your final chamber. To make one out of a chunk of steel would take a decent amount of equipment to get it precise as Whyohe said. The more precise the better (and safer) it would be.
