Looking at your desire I can make a few suggestions.
For offhand target shooting go for a heavier gun. It is not like you will be doing long strings of slow fire. You will have a break for every shot. Weight produces stability. As a target shooter accuracy is the most important thing after safety. Lighter guns are for carrying and hunting where light weight is important.
Find a good thumbhole you like or a target type stock. Again weight produces stability.
Caliber I'd suggest 45. Lots of bullet choices if you go sabotless/cast/paper patched etc.
Saboted can be good but the sabot will be a weak link and shooting black or subs = barrel cleaning/swabbing will be required.
For only 100 yd max shooting slower heavier bullets will give max accuracy. You will need a faster twist barrel. Nothing slower than 1/24 and 1/20 probably better. This will also mean more fouling to clean out.
A good steel 1 piece base and steel rings.
Scope choice up to you but base/rings/glass should be at least 50% $ of the rifle build. IE: $800 rifle should have glass setup of $400+ = $1200 total.
Barrel mfg is up to you. Your research into the Friendship matches will give better insight into what they are using.
For black powder target shooting I would go with heavy greased bullets or paper patched. 45 caliber is the proven caliber for black powder target work.
Black powder ML target has a long and proven history. I suggest you do some online research and see how the best of best do at Friendship in the inline classes. There are several guys on the board here that may be able to give insight on black powder competition shooting. Personally for black powder target I shoot a White Bison and at 100 yards it is extremely accurate, operator is the weak link.
Again use the search engine and scroll through the pages of threads here and you will find some info on black powder target.
Also when you do your build be sure to use a breech plug type that will seal, repeat: use a breech plug that will seal completely. Black powder blow back into a bolt is bad, very bad. With blowback you will spend a lot of time taking bolt bodies apart and cleaning them if you get blowback. The old fashioned slamfire types have blowback but clean very easily.
Also for the target shooting: get a good heavy padded shooting jacket, padded off hand shooting glove and proper glove for your trigger hand, and learn the proper use of a military type sling for rifle stabilization, location of the forward stud is very important with use of military type slings. Pay attention to sling use information and have your setup properly fitted to your size and frame.
You may already know about some of this but your post doesn't give any background info.
