I have a savage plug with a .040 bushing installed. I recently soaked it in hoppes #9 to get it clean and ready to go and am now ready to apply anti-seize, teflon tape and put it in the barrel.
Should I just dry it as best I can with a paper towel or even compressed air, or should I degrease it first?

IMO, I would brake clean it, air compress it dry, apply antiseeze and thread tape and call it good.. That's just me...

It has been suggested when installing the bushing in the breech plug to do so with Loctite bearing retaining compound and leave it in there permanently. If you do that I'd suggest degreasing the plug first.
fishhawk and others may be the best ones for this answer.

We're experimenting with the loctite trying to stop bushings from splitting. I'm fairly sure that if you loctite one in it would come out, at least with a little heat. The plug may take a bit more work to clean. If you don't want to try this follow what Ohioguy said and fire a few primers to carbon the voids as Edge suggested.

I put 25 shots through a new .030 bushing plug Monday... The bushing measured .2475 and the ID of the plug measured .2505 the best I could tell.It was a loose fit so I set it with locktite as fishawk noted. So far so good after these few shots. I plan on shooting another 25 or so tomorrow.... Not sure if there is a right or wrong way at this stage of testing. Zen

After posting this I removed the retaining ring and attempted to push the bushing out. It's not budging. Greg installed this one, so I'm assuming the bushing is a pretty darn good match diameter wise with the drilled hole. Only way it's coming out is with a hammer, which I'm not inclined to do.
At this point I'm going to degrease it, anti-seize the retaining ring, apply thread tape and install it. I have no plans for hot rod loads, so the bushing if it doesn't fail should last forever so no need to remove it. If it does end up splitting I'll take the hammer to it then.
