I sized a hunting supply of APBs last November for deer season. Only ended up needing 1. A few days ago I had my plug out so decided to push one through to check for fit. It was almost impossible to get the base started in the muzzle. Once started it loaded with the expected resistance (until I hit powder fouling).
Has anyone noticed this phenomenon?

Not tried it, but it makes sense to me. Luke likely had them filled with rubber to save money.

Yes, I have noticed spring-back! Not particularly in the Parkers but in the Hornady's. I suspect the thicker jacket? Richard

Richard, over what time period?
The APBs have a .028 jacket I think, makes sense that the base would be where we'd see the most long term spring back, between it being a bit work hardened where the cup is formed and the solid disc at the bottom.

I had it happen once on a build I did for a guy. Sighted in gun. Got sizer set right. Sized up 30 bullets and sent it on its way. 2 months later, I get a call that bullets won't even start. He sent everything back, and sure enough, they were hammer down tight. Sized new bullets on same die setting and they went down no problem. Don't understand it, as I had 310's sized over a year ago that loaded just fine in my barrel (before it went bye-bye). You guys might be on to something with the rubber...

H4198 definitely builds fouling up more than some powders. Leave an H4198 barrel sit for a couple of days, and it's going to load harder. I haven't noticed this nearly as much with N120 and H322.

H4198 definitely builds fouling up more than some powders. Leave an H4198 barrel sit for a couple of days, and it's going to load harder. I haven't noticed this nearly as much with N120 and H322. Which leads to a question, when you shoot 4198 do you clean before each range session or do you size a little bit loose to adjust for the tight barrel?

2 months? Crazy...
I left hoppes in my bore overnight. This afternoon it puked up so much carbon emissions I'm expecting a call from al gore. Nice and shiny now though. Plan on fouling it with FF hornadys To preserve the 310s.

Rangeball..........I really don't know? They had been in my loading box for some time. I would expect that with thinner jackets, the copper/lead would more easily be deformed and stay that way?...........With the heavier jackets I would think spring back would be more noticeable. Yes, I have also noticed that my first bullet down a barrel, left uncleaned from one week to the next, always goes down harder. The next bullet is normal. I usually clean every week but occasionally if I only have 10 or so shots down the barrel, I take a break from cleaning until after the next range session. Richard

Luke if you can get the rubber filled bullets to go through a deer, bounce off a tree all the way back to me so I can shoot them again, that would be great.
